Since 2022, Florida condominium and cooperative buildings three or more habitable stories tall must complete a Structural Integrity Reserve Study every ten years and may not waive or reduce reserves for the structural components it covers. HB 913 (effective July 2025) clarified that only habitable stories count toward the threshold, added a baseline funding-plan requirement, and let associations that completed a milestone inspection defer the SIRS for up to two budget years to prioritise repairs.

What your board must do
01Complete a SIRS by a licensed engineer or architect at least every ten years for buildings three or more habitable stories (Fla. Stat. §718.112(2)(g)).
02Fund the SIRS structural components — roof, load-bearing walls, fire protection, plumbing, electrical, waterproofing, windows/doors, and other items over $25,000 affecting those systems — with no waiver or reduction.
03Include a baseline funding plan showing the reserve balance for SIRS components stays above zero throughout the recommended funding period (HB 913, 2025).
04Complete milestone structural inspections at 30 years and every 10 years after (Fla. Stat. §553.899); officers and directors must sign an affidavit acknowledging receipt of the completed SIRS.
